We showed that draft laws consultation can be done much easier and more effectively with the use of technology.

We created a platform that allows citizens to participate in a smart way in open public consultations. With DemocracIT,

  • citizens can:

    express their opinions on specific points of the text in a smart and structured way,

    see the comments of other citizens and agree or disagree with them in a targeted and constructive way,

    highlight problematic points in the text, pointing out exactly what the problem is,

    see in an understandable way statistics about the consultation,

    express emotions about each proposed provision,

    Compare the text that finally became law with the text that was initially proposed.

  • the institutions that organize the consultation can get their hands on valuable analyses.

To show how draft laws consultations can be done effectively by utilizing technology.

Our study showed that citizens were struggling to participate in public draft laws consultations

  • with the tools available at the time,
  • due to the short duration of the consultations.

Citizens:

  • Struggle to comment effectively: unstructured dialogue/commentation.
  • Don’t believe their comments are utilized.

Analysts:

  • Don’t have analysis tools.
  • Struggle to draw conclusions.
  • An open-source, extensible collaborative annotation platform.
  • A consultation data analysis system.
